Abstract :
Outline and aim: Accelerated development of cities and the increase in urban population in recent decades has made planning, management and control of cities face with problem more than ever. This problem become more complicated when natural or unnatural crises occure in particular when it acompanies with social abnormalcy in conventional local. Therefore crisis management as a first step to reduce impressionability through community-based management planning can increase the level of safety and decline the risk of accidents. Beside the many sciences and proposed knowledge to reduce damage in time of crisis, urban knowledge can be among effective sciences and knowledge that covers a wide community. In fact urban knowledge due to its key role in urban development process and shaping the quantitative and qualitative aspects of development can be accounted as an influential factor in order to equip and empower urban settlements against the inevitable crises caused by natural circumstances or disasters caused by human factors in grand scale. Research method: In this paper, through a descriptive-analytic method and data collection on documentary method, introduces community-based approach in disaster management and studies the concept of sustainability in cities and the means to achieve it by using the results of the implementation of this approach. Foundings and conclusions: occuring natural disasters and the lack of proper planning in order to deal with the damage and its consequences can lead to loss of resources and achievements that their re-realization will take years. The role of the people and local communities in the program and how to organize and prepare them to face crisis is among the components that determine the success or failure of crisis management programs in achieving predetermined goals; because the local people who see their life and property exposed to damage from occuring hazards, in Compared to those who do not have this feelling are more willing to participate in the preparation and deal with crises and natural disasters. In spite of experiences in utilization of local communities in the crisis management system, taken actions are mainly concern with facing the crisis phase.The full realization of this approach needs to increase the role of citizens in activities pertaining to policy and decision making. In fact, from slogan management we should reach to practical management to minimize the gaps made in the management of damage scene caused by the crisis and experience sustainable urban development.
