Abstract :
Knowledge management has become increasingly important to human resource development because organizations compete not only through financial and physical assets but also through their capacity to generate, retain, transfer, and apply knowledge. This article examines knowledge management as a strategic tool in human resource development through an integrative review of foundational knowledge management scholarship, human resource development literature, selected empirical studies, and international workforce reports. The review synthesizes four central ideas: knowledge as a strategic resource, organizational learning as a social and systemic process, knowledge-sharing mechanisms as drivers of workforce capability, and the role of leadership, culture, and digital infrastructure in sustaining knowledge flows. The analysis finds that knowledge management enhances human resource development when it is aligned with training, onboarding, performance management, leadership development, succession planning, and workforce redesign. However, organizations may underperform when they rely too heavily on technology, underinvest in trust and incentives, and fail to address knowledge hoarding, weak documentation, and low cross-functional learning. The article concludes that HR functions should treat knowledge management as a strategic HRD architecture rather than a standalone information-technology initiative.
