Abstract :
Urban water resources management in Iran faces numerous challenges, with institutional centralization being one of the main factors in the inefficiency of public policymaking. This study has adopted an analytical and qualitative approach with the aim of analyzing the institutional structure of water policymaking in Iran and examining the consequences of centralization.Research data was collected through the analysis of official documents, laws, and policies related to water and wastewater, and a theoretical framework was designed based on the theory of multi-level governance and institutional analysis. The findings show that the concentration of decision-making at the central level has increased executive constraints and local participation, and has led to a decrease in social trust and inefficiency in the provision of water services. The results of the research indicate the need to redefine the role of local institutions, strengthen cooperation between responsible organizations, and increase citizen participation in the policy-making process. By providing an institutional analysis and suggesting multi-level governance solutions, this article can be a useful reference for policymakers and urban managers in improving water resource management and increasing the sustainability of urban services.
