Abstract :
Occupational Health, Safety, and Environment (HSE) management plays a vital role in maintaining workforce health and reducing environmental impacts in high-risk mining industries. However, the effectiveness of these systems is strongly influenced by multiple factors. This study aimed to investigate the effect of organizational, human, and technological factors and their interactions on the effectiveness of HSE management and the reduction of safety and environmental risks at Golgohar Mining and Industrial Company. This applied, descriptive-analytical research employed a quantitative approach. Data were collected using a structured questionnaire comprising 23 specialized questions and five demographic questions from 86 employees, supervisors, and managers of Golgohar Company. Content validity was confirmed using the Lawshe method, and reliability was established through Cronbach s alpha. Data analysis was performed using structural equation modeling in SmartPLS and descriptive statistics in SPSS. Results showed that all three factors—organizational, human, and technological—had a significant effect on HSE management effectiveness. The interaction of these factors also showed a significant positive effect. Relative impact analysis indicated that technological factors had the greatest effect on reducing environmental risks, while organizational factors had the greatest effect on reducing safety risks. The research model demonstrated good fit, and sensitivity analysis confirmed the stability of the coefficients. Findings suggest that an integrated and coordinated approach to organizational, human, and technological factors is essential for improving HSE management effectiveness in mining industries. Targeted investment in digital technologies to reduce environmental pollution and strengthening safety culture and management commitment to reduce occupational accidents are identified as the most important implementation priorities. Improving coordination among these three factors also requires special management attention.
