Abstract :
Municipalities, as local institutions responsible for providing public services and managing urban development, require stable and predictable financial resources. However, the revenue structure of many municipalities, especially in developing countries, is highly dependent on unstable sources. This paper analyzes the revenue structure of municipalities using a documentary-library method and examines its impact on sustainable urban development. The findings show that dependence on unstable revenues such as density sales, land use change, and construction fees weakens the financial stability of municipalities and challenges long-term urban development planning. In contrast, strengthening sustainable revenues through local taxes, utilizing urban assets, and diversifying the revenue portfolio paves the way for achieving sustainable urban development. By providing an analytical framework, the paper suggests practical solutions for reforming the revenue structure of municipalities.
