Abstract :
The municipal budget serves as a critical instrument for policymaking, resource allocation, and the realization of urban development goals. Given the scarcity of financial resources relative to the vast array of urban needs, local administrators are compelled to make choices among competing priorities—such as infrastructure development, the maintenance of existing assets, the improvement of public services, the enhancement of urban spaces, and the reduction of spatial inequalities. Under these circumstances, relying exclusively on expert judgment or the preferences of administrators and elected representatives may result in overlooking some of the citizens genuine needs.
