Abstract :
Teacher quality is one of the key factors determining the success of educational systems and the overall development of education in every country. Human resource development (HRD) programs are designed to enhance teachers’ professional skills, increase their specialized knowledge, and improve their job motivation. Findings from national and international studies indicate that effective implementation of these programs can raise job satisfaction by up to 45%, improve teaching performance by 50%, and strengthen teachers’ practical and professional skills by 40%. This paper evaluates the role of HRD programs in improving teacher quality through comparative analysis of global experiences and relevant research. Furthermore, it proposes strategies to enhance the effectiveness and sustainability of teacher development initiatives.
