In the rich sources of understanding the shape of the city, the old neighborhoods have a special place, the elements of identity are hidden in the layers of this magnificent complex. The basics of formation, in creating living and life-giving environments and finally in the morphology of the city, various factors are as follows. This expression is evident in the city-building of the Median period, which is called Hamadan today. A territory of 35 hectares is located on the outskirts of the city. The main question of this research is the neglect of this parameter in the preparation of detailed plans in different periods of the past, in those times the neighborhoods were completely neglected and urban planning dominated them. The author used the descriptive analytical research method and field studies and documentary method in collecting data and the main question of the research is the neglect of neighborhood areas or so called grasses and their transformation into DOWN TOWN.
