It is obvious that this issue involves both legal problems and conflict of interests and uncoordinated organizational approaches. Therefore, for this category, the government should be a facilitator, even though there are facilitating laws, but due to the conflict of interests with the law, for example, land affairs and the housing foundation or housing and urban development and agricultural jihad, who believe that the upstream law or the directives of the Ministry of Home Affairs They are an obstacle. It has created problems for the tourism sector, where citizenship rights are also discussed, which is highly questioned because the owner of the land wants to build a tourism complex, but he faces the conflict of interests of the municipality and government organizations.
