The role and place of social participation of citizens in the urban management structure

Abstract :
What guarantees the development and efficiency of urban services today is the general participation of citizens in urban activities, which can bring legitimacy, acceptability and satisfaction of citizens to urban management. In the meantime, paying attention to people s participation in the administration of city affairs has been brought up scientifically and practically in Iran for some time, and good measures have been taken in this direction, but it seems that these activities have not been able to bring people s participation in a real way Department of Urban Affairs to attract as expected. The findings of the research show that municipalities in advanced countries have used the potential of participatory management in the best way to better fulfill their duties and thus have transformed themselves from a purely service organization to a social institution; However, in our society, the municipality is considered more as a service organization, and if the municipality wants to present itself as an active social institution, it needs two prerequisites; First, the social institution of the municipality, while being interdependent with the 5 main institutions of society, must also have functional independence to some extent, and the second prerequisite is the social participation of citizens in the municipality, and this is how this institution can be institutionalized in all citizens. Finally, some suggestions are presented so that the municipalities of the country can create the idea of the municipality as a social institution by institutionalizing social participation among the citizens.
