Abstract :
Sustainable development requires the planning and implementation of projects considering cost, environment, energy and quality factors. In this study, we examine time-cost-quality and energy with a strong approach. Environmental problems in the implementation of projects and practically indicate its impact. According to the obtained results, with the reduction of time, cost, energy and pollution first decreased and then the quality increased with that reduction. ity has been significantly improved to bring the model closer to the real world by considering uncertainties, cost and quality, resulting in reduced pollution and improved energy consumption. The main goal of the present study is to identify the optimal strategy for the development of ICT technology in the industry and in telecommunication infrastructure companies based on the direct technical competence model. To do this, the theoretical foundations of the research and domestic and foreign works have been examined.
