Economy of Rural Spaces in Development Policies of Iran; the Content of Five-year Plans after the Islamic Revolution

Abstract :
Villages and rural economics have a unique role in the process of spatial development. Economic prosperity is required to be integrated with the expansion of different economic activities in rural areas to access economic development and stability of these rural settlements. In this regard, upstream plans and policies play fundamental roles. After more than three decades since the Iranian Revolution and experiencing the formulation of policies and strategic plans of expansion, rural areas have not developed enough, especially in terms of space economy. In the present article, in order to predict amount of attention given to both equal and integrated development of economic activities in rural areas and importance of rural economics, we have tried to examine and analyze the content of plans of expansion after the Iranian Revolution. This research has been done using document study and the two approaches of TOPSIS and Shannon’s Entropy to analyze the content of five plans of expansion after the Islamic Revolution in Iran. The attained results have shown that among the three economic activities, the development and prosperity of the agriculture sector was located in the center of attention by the development policies. Integrating economic infrastructure in rural areas indicates the heterogeneous development of economic activities; in this way one can say that policymakers and planners have adopted a one-dimensional approach towards the constituent elements of the economy in rural areas. Generally, there exists no equal attention to the rural economy.
