Abstract :
Abstract Terrorism sometimes is efficient and effective. Extremist organizations such as Al-Qaeda and Tigers of Tamil use of Terrorism due to arriving to their purposes . For example, suicide attack of 1983 against American soldiers based on Beirut caused USA had to withdrew its troops from Lebanon. USA despite more than a decade of effort to deploy their troops in Saudi Arabia, two years after 11 September attacks forced them to exit from Saudi Arabia. A month later after kidnapping a Filipino driver in Iraq , Philippines recalled its troops from this country. In fact Terrorism could be successful in half of suicide attacks against government targets between years of 1980-2003. From a foreign observer s view, hijacks, blow up buses and kidnapping may not be a reasonable activity but these tactics unbelievably wonderful could be effective in one terrorist group for achieving to its political targets. Despite the importance of the issue of terrorism in the world today, not a long time that politicians and academics are trying to explore and understand why and how terrorism could be effective. Most of written books are related to the Terror s roots , Terrorist s motivation and reaction against terrorism. But it seems that a few of them have focused on terrorist organizational strategies and success/failure conditions of these strategies.
