Abstract :
Sustainable management of vital resources, especially water and energy, has become one of the fundamental challenges of governance systems in developing countries in recent decades. The emergence of simultaneous imbalances in the water and energy sectors, in addition to their technical and economic roots, is increasingly influenced by institutional structures, public policy-making, and the functioning of regulatory institutions.Meanwhile, the role of monitoring and guidance of regulatory bodies in ensuring institutional coordination, promoting accountability, and correcting policy deviations has become doubly important. The present study, with an analytical-institutional approach, examines the role of regulatory bodies in the sustainable management of vital resources, focusing on the challenges of water and energy imbalances. The research method is based on a documentary and comparative analysis of policies, laws, and official reports related to the water and energy sectors. The research findings show that weak institutional integration, the dominance of sectoral approaches, and limited guiding powers of regulatory institutions are among the main factors exacerbating imbalances in the management of these resources. In contrast, strengthening the strategic role of regulatory institutions, moving from purely control to guiding supervision, and establishing intersectoral coordination mechanisms can pave the way for improved governance and sustainability of critical resources. The results of this research can provide a basis for rethinking public policymaking and reforming regulatory structures in the field of water and energy management.
