Abstract :
Financial transparency is a fundamental component of accountability in urban management and a key factor in fostering citizens trust in the municipality. Municipalities derive a significant portion of their resources from levies, service fees, and other local revenue streams; consequently, citizens—as stakeholders and contributors to public funds—expect to be informed about how these resources are sourced, allocated, and utilized. This study aims to identify and elucidate the dimensions of municipal financial transparency and to examine its role in shaping citizen trust. The research is applied in nature and employs a qualitative-analytical approach. A qualitative case study strategy is adopted, with data collected through semi-structured interviews with citizens and experts in urban management and municipal finance. Participants are selected via purposive sampling, and interviews continue until data saturation is reached. Data analysis will be conducted using thematic analysis, involving stages such as coding, conceptual categorization, extraction of initial themes, and the review and naming of final themes. Based on the study s theoretical framework, municipal financial transparency extends beyond the mere publication of budgets and financial statements; it encompasses dimensions such as information accessibility, report comprehensibility, the timeliness and completeness of disclosure, transparency regarding the utilization of levies, project traceability, the accountability of urban managers, equity in resource allocation, and citizen participation in financial priority-setting. The research findings are expected to demonstrate that citizen trust is strengthened when municipal financial information is presented in a manner that is simple, up-to-date, understandable, neighborhood-oriented, and traceable, and when citizens have the opportunity to ask questions, receive answers, and observe the actual outcomes of resource allocation in urban services and projects. These findings can assist city managers, municipal financial experts, and city council members in designing citizen-oriented financial reports, developing transparency portals, enhancing accountability, and fostering citizen participation in financial decision-making.
