Abstract :
Abstract Nowadays, in many developed countries, new planning approaches are used to prepare development plans. Participatory planning is one of the new approaches to planning, in which people s participation, people s wishes and interests and a bottom-up approach are taken into account, and unlike the one-dimensional view of rational comprehensive planning, in This approach takes a multi-dimensional view of issues and pays more attention to the social dimension. Sustainable development includes various environmental, economic, social and managerial components; The centrality of localities for several reasons such as easier and faster access of residents to needs and facilities, elimination of middlemen and reduction of carbon footprint of people, leads to the necessity of attracting the participation of local communities in the advancement of economic and social programs and activities as a policy. It is the core of the development and planning system of community management. Therefore, paying attention to the participation and management of local communities can play an important role in the progress of the country s management system and sustainable development. In general, it can be said that in order for local communities to achieve sustainable development, the participation of these communities and realistic planning is required. The purpose of the participation of the local community is not their continuous and non-stop presence next to experts and external development authorities, but the purpose is to reach a clear understanding of the importance and necessity of development, and to express an active opinion in the planning stages and dynamic and practical participation in the implementation process.
