Abstract :
Cutting of trees and wood smuggling, occupation of forest fringe dwellers, construction, division of national lands between heirs and purchase and sale of national lands, local exploitation such as traditional animal husbandry, cutting branches and crowns of trees to provide fodder and combustible energy and heat, coats Cutting down trees to expand livestock, burning forests and other biotic abiotic hazards are all factors of destruction of natural resources and forests. In order to prevent the destruction of the forest, the exploitation ban was announced in 2016 and implemented in 2017. After a few years have passed since the exploitation of the northern forests, it is very necessary to evaluate the current performance. The purpose of this research is to investigate the status of forest degradation indicators in the phase of exploitation and also to evaluate the decision of exploitation. The performance data of the natural resources protection unit of Guilan province was collected separately by dealing with the factors of forest destruction in the 5 years before the exploitation phase and the 5 years of the exploitation phase using Complete statistics. The results showed that each of the factors of forest destruction increased in the breathing phase compared to before, as a result, it was associated with the legal treatment of the factors causing destruction. The chi-square test also proved the significance of the difference in the increase in forest destruction factors in the breathing phase. Considering the lack of wood harvesting in more than 80% of the forests of Guilan province before the exploitation and on the other hand the increase of forest destruction factors in the cessation of exploitation phase, the results of this research prove that respiration is a suitable lever to prevent forest destruction. It is not in Guilan province. Therefore, it is suggested to modify and improve protection in the form of sustainable forest management plans.
