Reviewing the concept of the rule of law in the light of religious morality.

Abstract :
The rule of law is the fundamental principles of public law that it has substantive and procedural approaches . the Fans approach know law to serve the moral values and fundamental principles of substantive. in the Formal approach, the rule of law is independent value. now there is the question What is the relation of rule of law and the ethics. In this article we have tried to defend the ethical approach to the rule of law and descripe and analysis approachs to the concept of the rule of law and the principles governing it. The author believes that the rule of law at both substantive and procedural approach didnt picke up along with the liberal and secular principles But it fits with the culture of each society s political and epistemic.In the Islamic system of rule of law is located in order to fulfill the goals and ideals of Islam and the moral . This means that the law is a means to achieve higher goals and aspirations centered on ethics and unity formed.
