Examining The Conceptual Model of Improving the Quality of the Environment in Urban Centers with Emphasizing on Policy of Transportation Demand Management

Abstract :
Now a day in Iran, one of the most important reasons behind the demolition of Tehran’s historical-cultural centers is the growing number of private cars in the whole city, and in particular in the historic city center. This has led to an increasing number of problems such as traffic jams and environmental pollution, which reduce the vitality and quality of the environment in the region, ultimately leading to a reduction in tourist attraction of this valuable historical area. Hence, the organs affiliated with the city s municipal administration have been implementing various traffic policies in this area to reduce their dependence on personal vehicles. In this research, using the exploratory mixed research method, five general dimensions for the environmental quality of the historical center of Tehran were identified by traffic demand management policies. Then, using the Confirmatory Factor Analysis method (CFA method), the effect of traffic policies (including two punitive policies: car traffic restrictions and park management and two incentive policies: pedestrian development and public transport development) on improving the quality of the five dimensions of transport, socio-cultural, Infrastructure-Physical, environmental and economics of Tehran historical center was evaluated. The research instrument was a questionnaire and 378 people were selected based on Cochran formula. The questionnaire was distributed in the 12th district of Tehran according to the historical Tehran (Tehran Safavid). The analysis of the questionnaire was done using SPSS and LISREL software. The results showed that among the five environmental qualities, the transport dimension and socio-cultural dimension had the most and least impacts on the traffic policies applied in the study area, respectively. The results also indicate that the pedestrian development policy and public transportation development have the highest impacts on the quality of public spaces in the historical center of Tehran
