Abstract :
In-service training programs are intended to address the issues which occur in teachers’ practice. Therefore, it is necessary to scrutinize these programs to determine whether they fulfill the objectives formulated for them. To this point, there was a need to develop a framework which could be applied to evaluate these programs. The development of a conceptual framework was the initial step. To generate the items, the literature was reviewed. The review involved recognizing in-service training issues relevant to English teachers through electronic and hard copy journal articles, trustworthy websites, and in-service training departments. Thereafter, the initial questionnaire was developed and sequentially evaluated by an expert panel to establish its content and face validity. The 46 items formed a questionnaire and was administered to 80 English teachers to perform item analysis and establish its construct validity and the reliability. Accordingly, an In- Service Teacher Training Program Questionnaire with content, face, and construct validities and internal consistency of 8.4 was developed to be applied in evaluation of in-service training programs.
